Complying Development Certificate (CDC)
A Complying development certificate is a combined planning and construction approval for straightforward development that can be determined through a fast-track assessment by a council or an accredited certifier. If your project meets the requirements for a CDC, then the process for approval is much simpler and faster than a DA process.
Complying Development Certificates are applicable to all types of buildings, including residential, commercial and industrial. This also include developments such as internal alterations, additions, changes of building use, construction of granny flats, new duplexes, and new dwelling houses.
Just because you are in a heritage conservation area, it does not mean you cannot apply for a CDC. There are works that can be done using a CDC.

Construction Certificate (CC)
After your DA has been approved by the local council, you will need to apply for a Construction Certificate before commencing works. A Construction Certificate is issued by a Private Certifier to ensure that the building plans comply with the Building Code of Australia (BCA) and meet the requirements of the DA and relevant DA conditions.
Occupation Certificate (OC)
The Occupation Certificate (OC) authorises the occupation and use of a new building or building section. It is an offence to occupy without an OC under the Environmental Planning and Assessment Act 1979. A Principal Certifier can issue an Occupation Certificate for a building. The final OC concludes the building works carried out under DA or CDC, and verifies that the building complies with the Building Code of Australia (BCA), Australian Standards, and is safe to occupy in terms of health, safety and amenities.
